One of the issues of swimming is that it's fundamentally another way to traverse terrain and traversing terrain is highly trivialized in this game. Since flying makes all modes of travel other than teleporting obsolete where it's available, that means swimming can only have relevance in/to areas where flying and porting isn't possible.
But dungeons are linear, so swimming is pointless, as there is no choice between modes of travel nor exploration to be had. In cities, there isn't much to traverse and teleport is widespread. And underwater swimming is just slightly upgraded flying. Main difference is the ability to dismount and interact with objects while floating, which isn't particularly deep. There's no engaging mechanics to the process itself either.

So yeah, there's not much they can do. There's no real point in adding any more travel options either. As such, I doubt they'll ever "add something like this" again, unless the community requests it.
Imho they could try to use swimming and diving in eureka since that is a zone where flying is resrtricted. Since also the scope of the zone is exploring (somewhat) making use of that would be a smart idea, but maybe they are scared about ppl using rivers as a way to not get killed? If so what's the problem anyway?
I don't expect pagos to use swimming (snow and ioce afterall) but I sure hope they remember it for the future
