It's not right imo, but that's how those players feel after getting crapped by those bad apples and they don't' even want to bother trying to try different players to see which one are the good apples.
Try getting bad apples after another, you will just /facepalm yourself and give up.
1. Made PT with mixed JP and NA players (good/bad players included)
2. Bad NA player leaves 20 minutes after joining PT since he leveled and didn't even give heads up that he has to leave (JP players give about 15-30 min heads up and looks for replacement)
3. Now PT has to farm lower level mobs until new player comes in, and it happens to be that JP PT leader invited another NA player since he has no problems with them, but bad pick, it was another bad apple
4. NA player finally arrives to camp and joins PT, seems like it's going well for 5 minutes, that NA player goes AFK without saying anything and to others he's just standing there..
5. He comes back and fights a little... then wow he goes AFK again without telling anyone again.. say this goes on for 1 hour and you can tell that NA player is basically leeching off EXP doing something else. Don't tell me this doesn't happen lol I know a RL friend who does this exact same shit lol
6. PT leader says sorry you're not helping much so have to kick you out the PT after a replacement comes, now that NA player is pissed off but say he just logged out and no harm done, but that next person he invited was another bad apple.. 3 bad apples in a row = not good impression.... JP PT leader decides in future no more NA players in general since it's too hard to sort out the good/bad.
It's mainly stuff like that... I'm sure they tried to invite in the past but after few bad experiences or extreme case like above (happened in PT I was in with wife in FFXI, and when I asked the NA player why he leaving without giving any warning, or heads up and he says "mind your own fucking business, it's only a game, I play any way I want" close to exact words lol)
Other than that is word of mouth, once one JP player feel this way he/she will probably mention it in the Linkshell and others in there can also end up deciding they don't want to go through the same crap he/she went through and just go JP ONRY... (which is happening, happened in FFXI)
Sure they can talk before making PT to try and find/sort our the bad apples but why bother if they have enough JP people on the server they would just want to stick with something fast, so they can go exp camp fast and exp.
