I keep hearing all this doom and gloom about Eureka and pay to win features. Is there any merit to this? Has anyone actually quit, or is this standard behavior everytime FFXIV releases a patch?

People complaining about things on the internet will always make attempts to convince others that the topic of their complaint is more impactful or widespread than it actually is.
Eureka, in my opinion, is fine for what it is and I think most people are ok with what eureka is with fewer people loving it or hating it. The rapid succession of mog station things coming out and the increased prices of those things as well as the tacked on premium to the app is increasingly annoying. This is a game people not only paid for but we also pay monthly to continue playing and to see all this stuff having a separate price tag is annoying. But they won't change this anytime soon because if you look around for a few minutes you'll see people in numbers using the new emotes in carbuncle outfits that are metallic dyed so until those people get frustrated with these optional pay items nothing will be done.
Personally, I think I've spent more time in FFXIV due to Eureka than I have since Stormblood launched. I'm not a market board investor, wheeling and dealing as my primary means of entertainment, so I'm not terribly fussed with the upcoming mobile app. I hardly touch anything in the mogstation nor see anything I lament not having placed in there.
I don't have the energy to lambast companies for how they design their products in an attempt to somehow hold an investor level of sway over development. If I like it and the price is right, then I'm fine. If not, I'll look elsewhere. (aka voting with my wallet, etc)
If you're up in arms over any of this stuff, more power to you.

I keep hearing about how people love Eureka and Final Fantasy isn't pay to win. Is there any merit to this? Has anyone decided not to quit or is this standard white knighting you see with every patch?

It's pretty much the same story some like it, some hate it, some are just trolling. Personally Eureka is very easy and can be a bit of a burn out depending on what your trying to accomplish. For the most part that I have people that hate it and quit was early on, not even a month, even after updates it's a bit of a joke now. Completed most of the stuff during week one and now just farming gear just for the hell of it to keep sane between school and work. Even when it's easy people complain so nothing new.
People complain if takes a while or don't get their way.

This term has been used so frequently that it has pretty much lost all meaning at this point lol.

That aside, to answer your question, OP; this is pretty standard behaviour. There were similar discussions about Pay-to-Win back when the optional item shop was introduced. It also happens every time they increase the maximum limit of retainers you could hire through the Mog Station. We don’t really know how many people actually quit over these kinds of things unless they make a show about unsubbing. Even so, once their sub expires, they only have a week or two before they get restricted from posting on the forums.

Want the plain truth!?... I would never put any faith on Square Enix because all they are is a money-grabbing business that don't care about their clients unless they are still bound by a contract, the subscription in this case!...
Final Fantasy XIV is technically a garbage game in 2018 but it does have all the potential to be a great game, too bad they don't use the money made from this game to make it better!...
This community seems to enjoy complaining about optional content. Retainers don't make you do more damage, glamours don't help your rotation, the app is yet to be seen and looks more like a mobile inventory management than anything else and relics are there for people who want them.
If you really have your subligars in a bunch then go ahead and unsub, a lot of us still enjoy the game. I quit WoW because the lack of content and Blizzard's snails pace to make any changes; FFXIV at least is regularly updated and the content is fun.
