Your alts just need to belong to the same FC. They don't need to be on your friends list in order to use their retainers. It's pretty simple to do and one pays an additional monthly fee to have alts.
Sorry, I meant to say alt characters - not accounts. Having 8 characters in a world, if you could easily befriend them, would be a lot of free storage.
