Should items previously tied to physical purchases become available in-game again?

Anyone was able to purchase Legacy Status, even if you didnt play. I had to stop playing for a while and bought it just to make sure. The Goobue and tattoo well cant really say much except they wanted to thank the people who were able to play at the time.

Wired I read you had to register if you didn't have 3 month worth you weren't qualified.

"Users with service accounts that paid for at least 90 cumulative days of subscription for the original version of FFXIV between January 6, 2012 and suspension of 1.0's billing services on September 29, 2012 became eligible for Legacy benefits in A Realm Reborn; if paying monthly, the absolute latest this could have occurred was on June 29th. Square Enix automatically notified the players via email when they became eligible, and the status is permanent, even if a player did not immediately return to FFXIV upon its relaunch."

I stopped playing right before 1.19 hit and up to that point the game was still free. I think at 1.20 is when they started charging people the monthly fee? When Yoshi first announced ARR and the legacy program is when I bought the 90 day sub even though I wasnt playing. So as long as you had a service account or made one which I think anyone could do regardless if they actually played or not then you were able to get legacy.
