Even though some people don’t want these unlocked. I don’t know why though. It’s just underwear.

Love all these people trying to lock everything down. Sounds kinda like... BUILD A WALL!!! lol. They are clothes. Literally nothing stopping my character from putting on clothes aside from SE. Its silly.
*pokes* Any update, though? o,oHello again, Eorzeans.
We appreciate your continued feedback on the subject of unlocking the variances in appearance of the Hempen set across all races.
It looks like an overwhelming majority of you are very interested in this! As such, we have forwarded this feedback to the development team. In response, they would like to let you know that they are considering this for a future update!
Typo, highlander. sorryI don't think I've seen lore for the hempen gear /1.0 RSE aside from a mention somewhere that Highlanders sew talismans into their undergarments, but IIRC the lorebook does have sections on cultural dress for each race which describes the 2.0 RSE. E.g. Lalafell favor loose-fitting clothes and scarves, whereas hyur favoring leather because their native Ilsabard is cooler in climate or something.
Here's a web page I found with the lalafell thing.
Isn't the Midlander hempen set (as worn by Buscarron) already a vest? Or does it dye badly?
Well some insight on why some people might want to keep them as race specific.
In total including Head, Body, Hands, Legs, and Feet there are 6593 pieces of left side gear. Source: xivdb
Each race has 6 pieces that are race specific: Hempen Top, Hempen Legs, and the starter race gear consisting of Body, Hands, Legs, and Feet.
6 items out of 6593 are race specific for one race.
So the math for that is 6 divided by 6593 times 100.
Each race has 0.09% of gear that they have only for their race and that is only counting left side only and ignoring accessories.
As you can see the mass majority of gear in this game is not race specific. The people making fun of people who don't want to unlock it....I mean people have opinions? They might not match yours, but no need to be salty.
The people in the camp of "lets unlock the race specific underwear".... the majority of the gear in the game by a large margin is already exactly the way you want it: not race specific.
So some people may just want to keep the small amount of it we have because they prefer having some stuff that is only for their race of choice; opinions differ sometimes. That's all.
I understand why people want it unlocked (even part of me wants it too cause I like some of those hempen sets for other races), but don't get all uppity at people just because they prefer to keep it race specific. As you can see there is some reasoning behind it likely and that the majority of the gear in the game already caters to your preference of not being race specific.
No maybe you could try and understand that some prefer to keep the diversity. They find it charming and unique that somethings are simply race specific. It's not building a wall. The wall is already there developed by SE themselves and some are trying to tear it down. Perhaps they'll make the change but I suspect they won't.
Everyone's got opinions, mines is just that I think the reasons for wanting to keep them locked are pretty poor. nothing to gain from keeping them locked but unlocking them opens up tons of new outfits to be made for every race and everyone. I'm pretty sure even people against the unlocking will end up using some pieces for good looks.
Now I can only hope they unlock whole sets or at least certain parts of starter gear next. That Miqo skirt needs to be for everyone.
Every time this post comes up i cant help but wonder at how desperate people are for female Highlander underwear. Yes i know the other styles are included, however by far it seems the main reason for the request. Garleans take Ala Mhigo, Othard takes the spot light in Stomblood 4.0 story line, and now 73 pages and 231 likes (as of this moment) for the taking of undergarments...
