Assuming that Eureka scales the spawn requirements and FATE difficulty to the number of players in the instance (as it supposedly does), it might be OK to have smaller Eureka instances.

The last time I went into an Eureka instance, 90% of the players were level 19. What probably needs to happen (if it's not doing this already) is to break instances into "entered at level 1" , "entered at level 5", "entered at level 13", "entered at level 18" , etc. I'm not sure where the best way to "shard" things off with would be, but it's really unfair to enter an instance at level 4 and there being less than 4 people in the instance under level 5.
Another reason why they fucked up. The monsters that spawn the level 1 FATE are level 6. LEVEL 6! It's like a slap in the face, telling new players they have to literally grind their way through the first few levels until they're strong enough to spawn their own NMs. And even then, that's once every few hours. Have fun going back to the tedious, pointless grind after that.
They're not doing this (you can see level 1s in the same instance as people shouting for Pazuzu) but they really should. It would almost eliminate the level gap, keeping it manageable. And chances are, even if you somehow managed to power through your level bracket, by the time you got there your 3 hours should be up and you'll have to requeue anyway.
The downside, of course, is the same reason why they haven't split the leveling roulette into 1-49, 51-59, and 61-70 - you're going to get a much lower average in each instance. Given how things are, however, I'm not sure it'll make that much of a negative impact.
One issue with that is if you wanted to play with your friend(s) who are a bit higher level you would be screwed. Yeah the level penalty already drops the exp, but you can at least still NM train with friends who are higher level and still get decent NM exp. Sounds good on paper but once the levels get really top heavy new players will just be alone in their own instance with barely enough players to form a train and potentially not enough roles to form a decent job comp to 8 man farm mobs. it doesnt, it scales by proximity. The more people are close to it, the stronger the bosses become. I 8-manned simurgh in a 140 ppl instance within like 3 minutes because the fate train was somewhere else
