I think a good start is requiring mentor status candidates to have a clear on the fourth tier of Savage when that content is relevant. If you're in an odd-numbered patch, then it rolls over to Ultimate or you wait until the next even-numbered patch to clear fourth tier of Savage again.
It's hard to filter out bad people, but they could start with trying to filter out bad players instead of just having it require a time-based grind. There's far too many people who have played since forever but don't know how to play a single job.
