I think non-healers get a bit paranoid about their HP levels if they don't trust the healer, and since it's quite easy to die in FFXIV they're just being insecure. Maybe the tanks are feeling wobbly without their Stoneskin/Bloodbath and massive array of old cooldowns too.
i think its more healers seem to think its ok to leave your hp at 20% as they start to dps
