It's not the size, its the resolution of the panel. Minor technicalities aside, monitors and flatscreen TVs are essentially the same nowadays. Basically, if it has a slot for the video cable, it will display the the image. You would want a... well, anything that has a resolution of at least 1920x1080. Although TVs tend to come more so in 4k nowadays than not. Either way will easily fix the blurriness of UI.

Because your 32” TV likely has a native panel resolution of 1366x768 or thereabouts. Thus why 1920x1080 looks bad, because the TV doesn’t have the resolution to display that natively. Instead you’re getting an interlaced image, thus horrible text. Until you go high end, many TVs (4k included) make poor monitors due to a lack of 4:4:4 chroma and resolution differences, as well as any undefeatable picture processing that will also play havoc with things.
A 27” 1440p monitor will blow your 32” TV away for clarity because it has enough raw pixels on the screen to do a 1:1 display without interlacing or tonemapping meddling with your picture.

Resolution has nothing to do with screen size. Resolution is how many pixels are in the display. My phone has higher resolution than your 32" display, and that's less than 6".
I game on a 28" 4k monitor. The resolution on that is 3,840x2,160, and if your PS4 Pro is hooked up to a 4k TV, that is what you're used to getting. Dropping down to a small fraction of that is going to look awful and cramped. It doesn't matter how big the screen itself is, if it's 1366x768, it just can't fit very much stuff and also look crisp. A bigger screen just means each individual pixel is bigger.
You need to base your screen size on how far away from the display you plan to sit, as bigger = farther away comfortably. But for resolution, you just flat out need one that has more. The game looks great at 4k on PC with the UI size at 150%.
