Can they sell it to vendor? Can they trade for seals? Can they desynth it?
Where do you draw the line on how a player "uses" an item?

I propose better communication with your team - agree on the conditions regarding "Greed" beforehand (free for all? Only if you've got the class leveled? You can talk/agree about that you know...?).
Call out weapons you'd like to have beforehand aswell and have people agree on that distribution. We dont need to have SE "police" everything and the system you propose sounds complicated, systemwise. (Aswell as: My astrologe is level 68 right now, almost 69. Three dungeons and its 70 - close enought to have a use for a Byakko-weapon, I'd say... so I'll be damned if I dont greed on that to prepare for the 70)

I often role need or greed on items I out level or can't use in combat but can use for desynthesis. Unless someone states ahead of time they need drops from that dungeon I consider any item fair game for everyone to claim. If someone says they need an item to equip or for glamour I am more than happy to pass.

It could've also been called "Johnson", honestly, because it's really just an arbitrary roll rule.
"Need" and "Greed" are ultimately no different. A "Need" always arises if you want something that requires something else. If X requires item Y, then you need item Y if you want X. If you don't want X in the first place, you also don't need Y. That means every "Need" is ultimately just a "Want" and a "Greed" is what exactly? Right, a "Want".
That also means that it is always a "Need" you're dealing with, even if you're rolling "Greed". You could "need" it for the vendor gil, or to satisfy your hoarding desires/actual greed. And it's not any particular "Need" that is given priority here, because the trivial "Need" for vendor gil on the job that can roll 'Need' weighs higher than the "Need" for gear of another person that wants to switch jobs for their static.
I'm honestly not sure why we even have this roll system anymore at this point. It's an archaic and arbitrary mess from the times where personalized loot wasn't yet conceived.
...you could argue you that in terms of the EX-primals we do have personalized loot: Tokens. Trade 10 for the weapon you want. If you rather safe them for the mount... thats on you.

This is completely besides the point but why would someone roll on something they can't equip? I'm assuming greed, a mistake, or they plan on using it eventually.
Greed is greed. Everyone has the right to everything in the game, rather they can use it or not. It may suck but you really don't know if they wanted it because they were planning on using MNK in the near future.
i greed on stuff i can desynth. i'm gonna do it regardless if i can use it or not.

SE: Please consider adding an FAQ to this forum where this idea (and others) gets addressed and why the way it is should never be changed.

Agreed on this. Everyone once in a while, there's always this one person who has to complain that they didn't get their roll then give some weak reason as to why the system needs to change.
System works fine. Let it go people.
Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.

There are many ways to use an item. For instance, I may not have drk leveled, but I can desynth drk weapons, so I can technically use it. I also haven't built all my airships or subs yet so I can use the gc seals to buy the items I need to craft the parts. So technically I can use it. I also may already have better gear, but I can gear my retainers with it or use it for glamour, so I can technically use it there too.
Just because I am not using it the same way you are doesn't mean that I am not using it. And sure I could get these items through different means, but you can get weapons that way too. And sometimes desynth is the only way to get certain items so my desynth abilities may be technically more important than your ability to punch stuff with a job you may not even have otherwise geared, when it comes to terms of need and greed.
So....
