The second time the event happened was spontaneous and was reopened less than a day after a joke was made that the representative of level-5 didn't finish the event. Bringing back the event is negligible dev time dedicated and wouldn't interfere with new content since yokai is already there and just needs the switch flipped back on.

Because SE doesn't own the rights to Yokai Watch, we will never see their items sold in the mogstation. Cross promotional content will never be able to be obtained outside of events.
