Yes, but that also depends on player skill. On the perfect scenario your skill as a player won't let you lose more GCDs than you minimally should during mechanics. And that's why the lower spellspeed set is only potentially stronger. In reallity your player skill,or lack of, will overcome the stats difference most of the times. The damage potential between sets considering flawless gameplay won't be much higher than 0.5% anyways. And that's why people shouldn't stress as much on gearing as they do.
