I've been experiencing FPS drops since 4.21 as well, and it is not due to overheating. My system temperature monitors don't show any spikes; my CPU barely goes above 50C, and my GPU never gets above 65C. It has happened in a variety of maps. Most typically this is around water, but I haven't been completely observant. It'll slow down for a few seconds, and then clear up again. My resource monitor shows no spike in GPU or CPU usage. I don't notice these issues in other games, including many that are more demanding than FFXIV, nor have I noticed them previously in FFXIV. The issues are also not based on graphical complexity; I've cleared 24-man dungeons like Rabanastre with no FPS drops, and then I'll be doing a random Levequest in a sparsely populated area like Camp Tranquil, and will experience drops every minute or so.
My system's CPU is an i7-6700K @ 4.0GHz with 16GB of RAM and a GTX 1070 Ti.

I've noticed that water effects can be taxing on the PC, even if it does effect the GPU usage directly. My guess is that this may be a memory bandwidth issue, but I'm not certain. Try lowering the 'Real-Time Reflections' option in the graphics menu and disabling 'Enable Wet Surface Effects' and see if this makes any difference.
