Please quanitify the "obvious negative impact" with actual data, because from what I'm seeing, it's a boogeyman that doesn't exist.
I make an FC with my three friends because we want to just be alone and not with other people. We get to max rank and build up a good amount of items in the FC chest, enjoy our perks, get a lot of credits for items. We don't care about getting a house.
One friend stops playing.
The FC is now gone automatically.
What negative impact did the FC existing have before? Drama with Hyomin aside, this is one question you've yet to answer.

The obvious negative impact is that small existing FCs that have no interest in being bigger would get dissolved - thus making the players involved unhappy.
Please present copious amounts of data that supports your proposal being a boon to our community, with clear citations and open access to said data for 3rd party verification. Because so far, this is a witch hunt.
