You're able to water plants at someone else's plot?I find this all very amusing, but if not said already what's the stance on people who water your plants while standing on said lawn? Without your permission of course. Do you take offense or enjoy that your neighbors care enough? I'm guilty of random dummy abuse and tending to dying plots.
I'd support that but that isn't what the OP is asking for. He specifically said: "SE, please tie striking dummy use to house owners and tenant only." He's not saying 'let people decide.' He's saying to take it away from all.
You can tend other people's plants, yes.

You forgot group three the one that does not see the point in having SE waste man hours on something that can easily be solved on the side of the player. Do not want people using your dummy remove it when you are done. Sure the option would be nice, but it not such a major issue t hat is worth SE to put any extra resources in trying to resolve when they have already provided the players with a viable option. Remove the dummy when it is not in use. This has nothing to do with respect to be 100% honest. It simply makes no sense why SE should spend any man hours on such a issue. I mean if it is simply a toggle issue so be it, but being how archaic their server infrastructure is I find it highly unlikely this is a toggle issue.
Also no one has yet to provide a reason as to why SE should expend man hours and budget to resolve an issue that can easily be resolved by the players. As I have said the option would be nice, but really it is such a non priority QoL issue. I mean to some like OP it may be a major issue, but in terms of a company that has to manage a budget and usage of man hours fairly certain issues like this are fairly low on the list of things they wish to fix / take care of. Which is perfectly understandable.

You know anybody can use it but you put it up. Then blame SE because anyone can use it.... I'm lost in the logic. Why did you put up the dummy again when it's not the dummy you want, you know, the kind that no one else can use? I put ours up for guests, members, passersby because.... i know anyone can use it.
You can't havest but yeah you can tend to other people's crops, I personally enjoy doing so if I notice my neighbors are away too long.

1 Why should they when one can simply use one of the dummies littered around the wards? As I have the said the option would be nice, but no one has provided a reason as to why SE should waste time and man hours on such a trivial QoL chance. Sure it may not be trivial to you, but still what reason would SE have to use time and money on a feature that can be solved by simply putting the dummy away when it is not in use.

Because adding new features to make housing better is always a good thing? It can't be that hard because the basics of such a system are already in place. If you don't want to see other people; go play a single player game... Minecraft has a single player mode, you can build houses all day and never worry about seeing another person.
