I think we have a couple of terms mixed up here. The wolves seem to not be a 'tribe', but I think few can argue they're not beastmen - they're frigging werewolves. Unlike most of the other tribes we've seen, they just integrated a lot better into Doman culture so they don't need to maintain their own community. That is not to say they're the only ones, mind, the Qiqirn are well integrated into Eorzea, and you see rather a lot of goblins running around Limsa.
