Tank gear (left and right side) would be balanced around Tenacity, Vitality would be an afterthought and Strength accessories+melds could be ignored because they would do nothing for tanks. Vitality should get the same treatment as Piety and just exist on gear as a secondary stat.
Then they might as well just keep using strength and just bump the numbers, having another stat to replace it just to do the same doesn't sound remotely logical
