Miqote are based off house cats not large predatory animals. Males would be smaller then females at that point.
Also they already have concept art of Male Miqote and the designs done.

It could be done by creating a new texture for the Roegadyn meshes, they could have a look of a bulky tiger creature for example.
Ears and a tail could be added.
It would save a LOT of work as all the Roegadyn gear could be reused, some textures would have to be changed a little bit to make the tails fit.
miqo'te headgear can be rescaled to fit the head shape, not too hard because none of the helmets have any sort of animation or physics.
a similar approach could be used for the Roegadyn females...
simply take the Highlander male body...

I have to thank Square-Enix for the amazing job they have done recreating Final Fantasy XIV from Scratch. Especially the inclusion of Missing Genders which we petitioned for in good faith. This was proof to us players that the Developers are truly Sympathetic to our requests and that being honest and vocal can pay off with the amazing characters we have who are Female Roegadyn, Male Miqote, and Female Highlanders. Thank You SE, Thank You Community Team, Thank You Yoshi-P.
There's nothing stopping S-E from creating their own lore. If male Mi'qote are larger than female, who's going to raise hell?
I'm more concerned with the copy/paste solution. S-E get's enough flak over the terrain, do we really want that to spread to the races?

That's very different in this case.
As for the gear, you buy the same gear for all races, no need to change the textures.
I honestly do not think that each set of gear was individually created for each race anyway, that would be overkill.
I am sure that one of the character races serves as the base and all others are variations made from the base mesh.
All you have to do is adjust the proportions of your highpoly mesh and then generate your normal maps and bake the textures into the lowpoly model.
Egro most of the gear looks the same anyway.
The body however... with a new well made texture and normal map a mid-lander mode would rescaled look very different and on top of that you would have the ears, all new haircuts and a tail.
it would not look copy-pasted at all.
