The second counter to what your presenting and the one most likely to happen: Main in FC1 with a house. Alt in FC 2 with a house, the caveat being only one of those two can be the leader of their respective FC. In short your main and your alt cannot both be the leader of FC's that own a house.
There's nothing to indicate that you can't be the leader of multiple FCs, intentionally or otherwise. Quite the opposite, as mentioned in Point #3 of the second quote, if you consider that grandfathered people will, in fact, have accomplished just that from day one. Fixing the loophole/workaround would require Square to implement an additional check beyond the time of purchase - or multiple checks, depending - and we won't know if they've bothered to do that until the servers are back up and someone gambles, or until Feb 6th rolls around and the new wards open up. Given that most everything else they've done with housing this patch has been nonsensical and shortsighted, my money is placed firmly on the side of "they didn't even consider people might do this."
If they do add additional checks, it's also going to have its own set of problems. Such as: What becomes of an FC house if the leader goes inactive and the only otherwise eligible character to inherit it is an alt of someone already in possession of master status in an FC? And ultimately still doesn't stop 1.) people buying up houses to resell as FCs some months down the line and 2.) using FCs to buy medium/large houses now and reselling them to people that own smalls later (since relocating bypasses the randomized purchase lockout).

Guess we will see when the servers up but at this moment people even myself are speculating. As for selling FC's only way to stop that is too completely remove the ability to promote anyone too leader and remove the auto promote that happens in a leaders absence. As a FC leader I want the ability to promote both manually and auto to remain my Fc should not suffer cause of my extended absence should one happen.

Again, while these things still "theoretically" possible you need:
- An organize cartel to do it or at least running multiple service accounts.
- House flipping contain certain risk, the idea is always grab the house from the system at the base price and sell it at 2-5 time more than it's worth. I don't think paying 500mil for a Shirogane mansion to flip it at 1000mil is a good prospect. Why 1000mil you ask? Because I wouldn't risk paying 500mil to a flipper only to flip it to 600mil and earn a filmsy 50mil profit with a 550mil investment.
There gonna be some left over-stock, any change will take time to normalize. But new stocks for flipping will not be created, or become extremely difficult to do so.
I have been wanting to purchase a housing plot ever since I came back after a long unavoidable break from the game (life happens) but a lack of gil initially prevented me from doing so and now until the new plots open every plot on my server is gone. Which leaves utilizing an FC house or purchasing an Apartment, both are nice if limited in options. One of those limits being not able to personalise an outdoor space and in the case of an Apartment no outdoor space at all which is frustrating especially if your interested in Gardening.
I would love it if the Apartments had a Communal Garden space with a portion attached to each Apartment and also if there was a size option with corresponding gil amounts for said Apartments similar to the size and gil amount options for housing plots.
In the LL announcing 4.2, Yoshi P stated (I'm pretty sure) that there are plans to implement similar changes to the apartment system to make it more versatile - in the far future though.

Nope. An FC of 4 people =/= an FC of 4 characters on unique service accounts =/= an FC of 4 people of X level or greater.

They said they'll look into allowing apartments to be upgraded to medium and large sizes in the future, yes. They have, however, stated that (currently) adding balconies/lawns isn't possible due to the way they're implemented.
I think he meant that, from a house flipper's point of view, in order of make a decent/good profit they have to ensure that they atleast charge 175% (if not double) of the amount of gil they invested into the property.
Example: buy a plot at plot price e.g. grade 1 medium at 20mil. Then later on, at least change 40mil for relinquish.
Then, whoever that paid 40mil to get that plot, will prefer to at least be paid 60-100mil for their trouble (cost was 40mil relinquish+20mil plot).
However, it is unlikely that veteran house flippers would be dumb enough to pay too much relinquish fee. They would instead, prey on unknowing players who sell at below market price in addition to grabbing as many plots at plot price whenever wards are added. Not to mention they would prey on auto-demo as well.
They would, I assume, grab plots at plot price whenever chances do pop up, then simply triple the price to compete with players who want a price tag that cover both the plot and relinquish price.
Not to mention just throw some bots/alts in the empty house under a shell FC - easily triple/quadriple the plot price. E.g. I've seen people selling medium with FCs for 65+mil, and large for 150mil+ (not even Shirogane).
Still better than pre-plot price nerf - medium relinquish was easily 80mil.
