I am sure it will but the off chance that there was even 1 house remaining in Shirogane after the FC's get theirs is removed by the fact that people will relocate to that house just to be in Shirogane. Meaning people without a house will never be able to get one. Ofc removing the ability to relocate would mean that whether or not Shirogane is filled up depends entirely on how many FC's still need a house, which is what i am after because then at least I still have a chance at a house there whereas now I have none.
And sadly this is not the case since the patch notes even say that you still can relocate even if you own more houses..which is just bad..okay fine dont take stuff away from people but please dont give them the chance to even uprade their many houses. Let it be the consequence that you wont be able to relocate anything at all if you have more than allowed. But that will just remain a wish. :/i think one more stipulation should be put in place, if you own more than 1 FC and House being grandfathered in... you cannot relocate anything until you drop all excess properties down to the 1:1 ratio. it allows more people to get a chance, and when you have that many houses you don't need anymore advantages or favor. give new owners a fair shake to enjoy the same features you have enjoyed

I'd add one thing to allowing alts to access and that's allowing the ability to have rooms like FC houses allow. Then alts could have somewhere customized just for them, since they may not fit the theme established by the main owner. This would be good to include for tenants, too.
