Not exactly. It's the full price of whatever plot you're buying, minus 30% of the lowest price your plot could be worth.

So for a small that 30% figure is between 446,400 and 558,000 depending on what your current plot grade is.

One thing you have to keep in mind though, when you relocate, all the items in your house get put into your storeroom. So after relocating you will have to redecorate your place.
