Incorrect. It's been confirmed in the preliminary patch notes that private houses can be relocated.

I still think it's going to be a s**tshow because 4 members isn't really a high bar for FC-eligible plots PLUS people with houses being able to relocate -- Shiro will be packed in a matter of minutes. Again. Then there will be a lot of complaining. Again.

I am half considering camping the LB teleport and cycling the wards and aiming for a med or large in there once someone successfully relocates. But that has it's own risks...

Up to you, but back when Shiro was released I was able to upgrade mine from a small to a large by camping Mist. As an added measure, I logged out inside one of the wards (next to the ferry NPC) to cut down on any possible lag/loading issues at the Aetheryte and cycled the wards there until I saw a large open.

I would scout out the plots, see if they are being actively used or if the homeowner is planning on relocation.
