Because that's an absolute and could be for multitude of reasons:
  • The person at SE Germany who was asked simply has no idea of the answer as that'll be decided by SE Japan.
  • SE literally haven't decided yet or they don't want to commit to a choice (as we've seen in the past every time they say something that isn't delivered, pitchforks get raised by the community).
  • There's currently a community mob demanding people lose their additional houses, them not confirming either way is a much more diplomatic answer.

Yes it did:
  • People who previously bought houses to sell now know to offload them before the 29th.
  • People who wanted to purchase personal houses in 4.2 now know to try and get hold of anything they can so they can relocate with 4.2 (as outright personal purchases won't work, but relocating will).

The housing timer you have a chance to actually save your house (just use it...). What you're suggesting isn't really the same thing as it doesn't give the actual player (who didn't do anything wrong...) that option.
