I do not rate people in votes. I give my comms to whoever is my role in eight-man, or is my counterpart in four-man. (healer-tank,dps-dps) I only make an exception if that person was really mean or obviously afk a lot.
While the system certainly allows this (ie. people are free to commend others how they wish), the above is still nonsensical in my eyes. You are recommending people purely because they played the same role as yourself (and nothing more). Commendations aren't 'ratings', they are recommendations. People may notice that someone is drastically underperforming, yet was fun or pleasant to talk to or the least offensive person in the bunch, thus they could be worth recommending over someone who performs well but makes people feel uncomfortable for X or Y reason.

I used to be one of those people who'd commend a Tank/Healer for the sake of it - but now that I play all three roles regularly, I've taken more time to see just how far teammates are willing to go to get things done. When you get to a point where all content is being rinsed and repeated so many times on a weekly basis, it's hard to recommend people who are blatantly not making much of an effort (no matter what role they play). As a DPS happy WHM main, I get especially critical of Healers who stand around doing nothing when I know myself just how many opportunities they've had to speed things up by doing some damage. There is no chance in hell I'd ever give one a commendation just because they're in the same role as me if all they're doing is watching everyone else do the work while spamming the odd CureII.

I've just done a Doma Castle for example - a very low DPS Dragoon, a Tank-Stance-Only Paladin who didn't seem to be enjoying the class at all, and a WHM who would run off collecting chests or start using stupid emotes when fights are still on-going vs double-pack pulls, wasting their own opportunity to speed things up by trying to be cute. Not a single commendation was given because there's no reason for me to recommend any of them. Again, that's me. You're you. As long as the commendation system does little else other than reward you some barely desirable in-game items nobody seems to care about, it doesn't really matter.

I main healer jobs, my commendations usually go to whomever I feel stood out the most (in a "positive" manner) in each instance. I don't give coms based on roles, as I don't think that's fair.

There's never a set of fixed rules I follow regarding coms, as each grup behaves and performs differently, but usually com priority goes like this: job performance > attittude > doing anything that made the run enjoyable, in case no one stands out for anything in particular. I may not com anyone at all, sometimes.

I am a healer main and i usually give my comm like this without any order:
    - Tank using correct cds at the right time and not being an unpleasant person towards the group.
    - Fellow healer who can act properly. In my opinion, to get my comm my fellow healer should use dps abilities as well, as long as no one is dying. I personally don't give comms to healers who just stand around while i am dpsing and healing at the same time.
    - If i see a dps being good at their job, i usually give them comms first because i think mastering dps jobs are harder than mostly just standing around and healing or tanking.
    - And above all this, i just prioritize on good behaviour. I don't care if someone sucks at their job, it is a social game and i foremost give my comms to people who enjoy the game and don't rush content like crazy. I hate rushing :)
    - And i try to encourage new people by giving them comms if they don't mess up like crazy.

This realy, I give it to the player that gives me the impression, that they are contributing the most to the group. Another way to get commendation from me is if you are a social player and interact with others. I remember giving this healer a commendation, because he was funny, talked with me about certain shows. He did not do any DPS, but I liked how social he was, so he got my commendation.

I also remember one time on my RDM, I saved the group via ress, I did the most damage (the other DPS died alot), when the healer needed help, I healed aswell and I helped the healer regain her mana. At the end of the run, I got 0 commendation. This is the nature of the game, even if you are the best in the group, it does not mean you will get anything. When it comes to commendation, I hope to receive atleast one, but I expect none.

When a RDM helped me (a 1st run WHM) with mana, tips and some vercures when the tank overpulled, I made sure to comm him. And I never forgot how pleasant was that run, to the point I want - as RDM - to act like him.

To me, if some DPS helps me to heal (with mitigations, raises or even heal spells if he haves), he gets his comm. If someone is stopped to help some sprout? Comm. He standed out as how good he was (like that WAR that in the end soloed the boss)? Comm.

idk what jealousy or w/e would have to do with it, a lot of the time, I just don't feel like commending anyone, unless they do something that stands out to me, they seem cool, but not in that like...super tryhard way of "hey gimme comms", or maybe if someone gives me mp )
half the healers I get make me res when they have way more mp than me anyways so no way in hell I'll comm just b/c they're also a healer

Terrible I can't believe you never added best glamour into that priority order :P

I get upset when my party is shit, failing all mechanics, low dps, etc.. I pull a miracle, keep everyone alive, pull as much if not more dps than the DDs and then get no coms at all xD
Other than that I think healers already get too many coms for hardly anything just because it's tank or healer by "default".

Because I don't notice it. My attention span just doesn't work like that. I barely ever notice what people look like, what bosses look like, everyone might as well be blobs. I don't even notice how I look until I decide I actually want to look at how I look (and goshdarn you healer verity gear for making me look like a crazy hobo who's about to claim aliens have taken over the GC leadership)

I usually try to give it to a DPS that I feel was the best. Mainly, due to DPS almost never getting comms. If none of the DPS did well or at least tried to do well, I usually give it to the tank. If the tank was not good either, then to the Healer. Reason being, my other account mains healer and healers tend to always get the comms, so I try to mix it up a little.
