While the system certainly allows this (ie. people are free to commend others how they wish), the above is still nonsensical in my eyes. You are recommending people purely because they played the same role as yourself (and nothing more). Commendations aren't 'ratings', they are recommendations. People may notice that someone is drastically underperforming, yet was fun or pleasant to talk to or the least offensive person in the bunch, thus they could be worth recommending over someone who performs well but makes people feel uncomfortable for X or Y reason.I do not rate people in votes. I give my comms to whoever is my role in eight-man, or is my counterpart in four-man. (healer-tank,dps-dps) I only make an exception if that person was really mean or obviously afk a lot.
I used to be one of those people who'd commend a Tank/Healer for the sake of it - but now that I play all three roles regularly, I've taken more time to see just how far teammates are willing to go to get things done. When you get to a point where all content is being rinsed and repeated so many times on a weekly basis, it's hard to recommend people who are blatantly not making much of an effort (no matter what role they play). As a DPS happy WHM main, I get especially critical of Healers who stand around doing nothing when I know myself just how many opportunities they've had to speed things up by doing some damage. There is no chance in hell I'd ever give one a commendation just because they're in the same role as me if all they're doing is watching everyone else do the work while spamming the odd CureII.
I've just done a Doma Castle for example - a very low DPS Dragoon, a Tank-Stance-Only Paladin who didn't seem to be enjoying the class at all, and a WHM who would run off collecting chests or start using stupid emotes when fights are still on-going vs double-pack pulls, wasting their own opportunity to speed things up by trying to be cute. Not a single commendation was given because there's no reason for me to recommend any of them. Again, that's me. You're you. As long as the commendation system does little else other than reward you some barely desirable in-game items nobody seems to care about, it doesn't really matter.
