Hiya, Gordias' inflated DPS requirements were primarily down to SE's then flawed testing and balancing procedures rather than a deliberate design choice. Yes the goal was to make Savage content more challenging that coil had been in the past, but this was further compounded by mistakes within the dev team, thus leading to quite the double whammy we had with both A3S and A4S.
Yoshida confirmed later on that the testing team had been running the encounters phase by phase rather than as a whole, naturally this aligns and resets cooldowns, inflating DPS significantly. This is something they changed for Midas and it shows, massively.
