I wouldn't mind seeing them add the HW artifact gear elsewhere, but I wouldn't exactly call centurion seals hard to get. You can easily farm up a sufficient amount solo. I got my HW artifact gear by doing the HW/SB weeklies (200 per week), and HW/SB Lv3 dailies (150 daily). Doing the Lv3 dailies alone can get you a full HW artifact set in 3 days (5 days if you want to upgrade it so it's dyeable).

Do your daily and weekly hunts.
You can get 220 seals in a day just by doing all 6 daily hunts (levels 1 2 and 3 for HW and SB. Though its probably more worth your time to just do the two level 3 hunts for 150 seals) and 200 seals a week for the weekly B ranks. (EDIT: These are also really good for getting your chocobo companion kills for the week for the challenge log)
You can also solo a bunch of HW A ranks (and I think all AAR ones) to get those seals too. It takes time, and its better if you go on a healer, or PLD or WAR (DRK may not have enough self-healing if you're not that geared)
You need a HW AF achievement first before it can put in the calamity vendor.
The gear can be turned in for company seals. To prevent that loophole, you can make it cost poetics and either keep it on the same npc or send it back to Idyllshire.
What Felis said... everything in the Calamity Salvager/Recompense Officer is based on achievements as that's how it knows if you're eligible to get something from them.
The gear you're describing doesn't have any achievement attached to it so no way for them to know if you previously had it. It'd also be really weird for them to put an achievement in now for HW gear that most people moved on from.
And even if they did... you'd have to get the gear again to actually unlock the achievement so it wouldn't help you anyway, except for repeat purchases later.
Centurio seals are the easiest thing in the game to get, especially if you do daily and weekly hunts. You get so many that you cap them constantly, and eventually have nothing worthwhile to spend them on. You can level other jobs off of them, or burn through them with a level 70 job.

I used to be an adventurer, but then my ping increased.
As others have mentioned, Centurio Seals are extremely easy to get - just grab your daily HW hunts each day and spend not even half an hour on it a day and you'll soon easily cap out on them, more than enough to buy a full set of AF2 (the cost in seals for AF2 was incidentally reduced when SB launched). Also Centurio Seals are not entirely worthless either, as you can get aetheryte tickets and retainer ventures with them. Doing your hunts each day and keeping a healthy stack of seals (and even more so if you do the ARR and SB Hunts as well) and you'll never have to pay for teleports again.
It should also be noted that the level 60 Job quests now reward the AF2 gear in a gear coffer automatically now anyway if you haven't yet done those quests, so yeah, there is now no reason why they will be added to the Calamity Salvager.
Actually with the changes to the job quests with SB they are attached to an achievement. All level 60 job quests ((except SAM and RDM obviously)) reward a chest of AF2 gear.
