Actually some people thought we was getting the info changes when 1.19 went live, that's why i said you could tell the translation was dead wrong. If we was gonna get the notes when it went live we would have had them by now.


No, when means concurrently. If someone tells me to go when the light turns green I'm not going to wait a few cycles then go. As when denotes immediate action based on a predetermined stimuli.

If it was going to be anytime before 1.20, they'd have said "prior to 1.20." SE is a company the is deliberate about the language it uses. This new dev team has yet to make a deadline that it has publicly set for itself and this info release is just a glaring example of that.
You just answered the question your self, if it was translated correctly we would have had th3e changes the same day 1.19 went live, that right there should have let you know the notes was translated wrong and it has not been the first time.
