I think you are confusing Sony with Microsoft. Sony already allows it, Microsoft wants it closed off from PC and PS4.

Microsoft has extended the olive branch to Sony for cross platform, Sony has denied them seeing as they're on top and have no wish to share with MS. MS did something similar in the 360 era though.
