The arbitrary "top X# people" cut offs by definition aren't something you can really work toward. Did #21 work less hard than #20? Most likely not. You could work your butt off and still end up below the cut off because there were many other people also working their butts off. Kinda like the axiom of someone always has to come in last in a competition - doesn't necessarily mean they're bad or that they didn't work.
