An issue wherein issuing the Engage order would reset squadron members' cooldown time

Of course it wasn't intended, it was clearly an exploit. That didn't stop people from abusing it though, sadly.

The problem is people had to resort to this because the AI is terrible. Jobs weren't using their skills. Arcanist is pretty useless.

So they fixed the Engage exploit but left the bad AI in place.
