DirectX 11 Fatal Error 11000002

I am getting DirectX 11 Fatal Error 11000002 while playing,.
This problem started with random crashes when trying to join a dungeon or area. Then I decided to buy a new video card. Re-installed windows, purchased a new power supply (750)

I had a GTX 660, now I purchased a GTX 1060, and the problem persists.
I have the lastet drivers installed.

Directx11 gives me fatal error and directx9 restarts the video driver all the time.

Windows 7 Ultimate 64-bit SP1
AMD FX-6300
16,0GB Dual-Channel DDR3 @ 803MHz
ASUSTeK Computer INC. M5A78L-M/USB3 (AM3R2)
NVIDIA GeForce GTX 1060 6GB

Just saying: Other people with different computers, video cards and windows have the same DirectX 11 fatal error 11000002.

Keep in mind that DirectX includes your audio. All of your video and graphics can be perfectly fine. Remember to also check audio.

I had DX11 error as well and it turned out to be various overlays I had on. I turned all of them off and the error went away.

How? what should I do with the sound?
I must add this is the only game giving me problems. And after all of this, poor support answers, trolls in Steam, Im losing interest.

I have no overlays. I have only Steam in this PC. Nothing else. I dont even use Facebook here.
