I think so. I've only seen it mentioned in a 1.x documentary that I watched a while back. It looked interesting, so I figured this might've been it. It actually looked pretty fun too.
SO yeah...I really have little clue about how FFXI was. Lots of people hold it in a pretty good regard, though. What are these campaign battles?-Besieged type battles from FFXI
-Campaign battles from FFXI
-Content heavier raids like dynamis in FFXI
-Account stash or storage accessible to all characters on the same world like seen on PSO2/PSU
-Thriller dance for Halloween event (multiple games) >.>
-The ability to send mail to your other characters (multiple games)
-Humorous commercials with well known celebrities (WoW) I lost interest in the game quickly but got a laugh from the commercials with Mr. T and Ozzy :P (This doesn't directly effect the actual game itself but would bring in more new players)
-PvP mode similar to the faction war they did in Pandora Saga

LOTRO Music System (I'm well aware we'll be getting one soon but it pales in comparison compared to what you can do in LOTRO)
LOTRO Scaling Dungeons - We Get synced down in FFXIV but these dungeons in LOTRO also sync up. The rewards are the same but the stats on them increase in value too depending on your level.
LOTRO Smaller Group Content - In LOTRO you can do three man mini dungeons. I'm aware we have a party limit of 4 in regular dungeons but even being able to duo stuff would be fun.
WoW Mythic + system - Scalable dungeons which give random modifiers. Yes please.
Either something similar to WoW or LOTRO legendary weapon that grows with you.
Gear sets which unlock useful traits to use. (I know they've said no but still..)
Any wardobe function - This speaks for itself.
GW2 style events. - Improve the FATE system and make it more worthwhile to do. There's so much potential but it falls flat.
XI's glamour system
GW2's material bank, dye system, crafting system, shared account inventory
Archeage's open world (truly, their world alone is amazing..)
XI's world depth - something to make XIV feel more than a glorified waiting room
Wildstar's housing


Yes and no. It didn't have anything large scale city attacks related in the whole of 1.0 except at the very end when the game was coming down as a special event thing where Ul'dah was invaded by monsters. It was fun really and it should be possible to do. I don't see it happening though again due to the disruption it would cause since cities are a trade, questing and crafting hub.
The CC of bdo is a little far fetched but just something better...
Also I absolutely love the housing/cities in bdo. You can just be in the city, it feels so nice and lively.

Campaign is an ever-running server-wide system that involves all players, whose actions will influence items sold by NPC, access to teleportation, access to some battlefield, and more. Campaign battles is the main, or most visible, part of it. There isn't anything comparable in FFXIV (both 1.0 and ARR), but FFXI has 4 systems of this type (conquest, besieged, campaign and colonisation)
In Campaign, the 3 city-state and 4 beastmen tribes are at war. Every area is susceptible to hold a battle and can be conquered by a camp depending on the outcome of the battles.
Each camp has statistics like Supplies, Reconnaissance, Morale, etc. that influence its power in battle (if a camp has a low morale, its troop will retreat more easily). Players can influence these statistics with small repeatable quests of various kind (kill an enemy, craft some weapons, plant a bomb, etc.)
Each camp has multiple troops of NPC and will send them to the areas (players can vote for the strategy to adopt : conquer new area, or protect what we have, etc.). Each troop has a powerful leader.
With all these parameters, battles are always different. There are easy battle against one lone enemy troop, or long battle with multiple reinforcements.
There are also special mercenary NPC that players can persuade to join their camp (for example, there is a Dragoon NPC, and if a lot of windurstian players set their job to Dragoon and talk to her, she will join Windurst)
To summarize the good points :
- It involves everyone. Low level player can do the quests to build the nation's supplies, and middle to high level players fight.
- Everyone wins. Quests and battles mainly give xp, but the whole server "wins" when a beastmen stronghold is conquered.
- Every day can be different. When you log in, something may have happened when you were away that makes you change what you were planning to do.
What FFXIV can bring to make it even better :
- The UI. I've said battle is the most visible part of campaign in FFXI because a lot of the other things are "hidden" in its old interface with tiny windows.
- Even more importance to craft and gathering, since they're full-fledged class.
What wouldn't work so well in FFXIV :
- Open world content is currently anecdotal in FFXIV, everything important is in instance, so it may be hard to make it relevant.

Server shared storage like the SWTOR legacy storage - not using a retainer but a system like the guild bank
Crafting interface links with retainer inventories and can use items held by retainers
A wardrobe function like LOTRO or the outfit facility from GW2
Multiple dye slots and the same sort of dye system as GW2 (pay once to unlock and use that colour as many times as you like)
More companions - why limit it just to your Choco?
