A lot of that is all hypothetical I honestly don't know the answer for. I know a lot about the models for X and X-2 because I can look at all of them at my leisure and I can draw a few connections between how those models were animated compared to the models in FF XIV. But beyond a few basic things I know as a FF X and animation enthusiast I really can't say because I don't what our actual poly counts are, how our dresses are typically webbed and rigged, or the upper limits of what the dev team is willing to commit to something like that.

The most baseline thing I can say about this though is that I'm not sure if the dev team has figured out how to make skirts that are open at the front that have a bunch of details draped in front of them work. I know there's gear with stuff similar to that, but usually it's one piece? The problem with Lulu's belts is how they're layered on top of each other. If it was one layer of parallel belts that'd work for sure, but she has a big tangle of them and to make that look good on a 3d model you need multiple layers of webbing that needs to respond a specific way to game physics and the player model. If that makes sense? I'm not a dev or even someone with a degree though so I really can't say.
