Activity does not represent realm population. A realm can have the highest activity but does not mean it has the highest population. The census is a measure of activity nothing more nothing less using to measure realm population is a mistake.Then the locks make little sense, though, because other realms that are not locked for character creation have considerably more characters than Balmung/Gilga. In fact, Balmung/Gilga are among the least populated realms "total", they're only the highest for "active" players, i.e. players who had their lodestone updated in the tallying period.
More likely than that, SE simply has a high inertia regarding the Gilgamesh lock or fears people would flock to it again right away.
