Nah, this is why you make more than one server, and if it's designated as a roleplaying server, then it will largely be populated with roleplayers, and less folks who are there for PVE. Balmung actually does have quite a lot of raiders and non-roleplayers on it for example. Again, labeling the servers PVE or RP doesn't hurt anything. It costs SE nothing to do this. Their fear, as stated by them, is a concern that there would be an association with toxicity and the roleplay community (i.e. roleplayers being hostile toward NON-roleplayers, not the other way around).

That's it. It doesn't hurt anyone to do this. I don't get the resistance to it. World of Warcraft has RP flagged servers, and everyone knows to go to those servers to find other roleplayers. That's it. A lot of the RP concentrates on 2-3 servers, but that doesn't mean the other appropriately labeled servers don't have roleplayers on them. But it gives a very concise, easy way for roleplayers to find other roleplayers without relying on third-party websites for information. It would help alleviate a lot of the bloat on Balmung, which is a merged legacy server that's been around forever.

When Balmung got locked down, there was a lot of confusion over where to move to. Why? Because despite having many out-of-game resources, no one could really rally under any one of them for a long time. When they finally did settle on Mateus, there was a pretty loud outcry from the people already on Mateus about having roleplayers move onto "their" server. Making a new server (or two) and labeling them as roleplaying realms would prevent a LOT of unhappiness and reduce the bloat from overfull servers, because people would have a distinct place to go, unified by the game itself.

Thanks to cross server parties, we don't need to worry about a lack of PVE content because we are on an RP realm.
