    Since you're taking on the new 2 star with the minimal stats and under-average amount of CP, I'm gonna have to be really harsh on your rotation if I am to help you succeed.

    (1) The 1st Comfort Zone can be activated 1 step earlier.
    (2) Instead of WN II, use SH II there.
    (3) With the minimal stats that you have, it is critical that you take at least 5 Tricks of Trades in the MaMa phase. You need to assume that in the simulator here, so that means you will have a lot less progress done during the MaMa phase (also because of failed FS). Thus, you can safely assume yourself 360 progress less from the MaMa phase (which means you need to make this up later in your rotation).
    (4) In order not to overshoot your CP pool, you must spend more CP during the MaMa phase. The best way to do it is to use Manip2 early. However, with only 3x PBP, your durab is at 40/70. So you must reduce it by another 10 before activating Manip2, or you will overshoot durab. Hence, I recommend using 1 Patient Touch right after the 3x PBP since you're already under SH II there. After that, activate Manip2. Because of these 2 actions, you will lose another 80 progress from the MaMa phase. But it's the best you can do to help regain your CP pool using Tricks during MaMa phase.
    (5) Drop the use of Hasty Touches + Master's Mend II, and start using Prudent Touches + Manip II. You don't really have room to allow any touch to fail.
    (6) Try add in Ingen for the second round of Prudent spam. At IQ11, it will increase the power of each touch from 800-ish to 1400-ish.
    (7) Your finisher Blessing phase is way off... Firstly, there's no need to use SH II, you can use SH. Secondly, you missed out Great Strides, which doubles the power. Thirdly, you missed Ingen2 (please visit this thread to find out why we need to use Ingen2: http://forum.square-enix.com/ffxiv/t...rk-Rotation%29)
    (8) You can also try to use the "Miracle+Brow" approach which I clearly found to be stronger and discussed in the same thread (http://forum.square-enix.com/ffxiv/t...rk-Rotation%29).
    (9) Instead of finishing with a naked CS, you should be using CS III or CS II under the power of Ingen2.

    I can usually push about ~26000 quality with the above approach (using similar craftsmanship and control as you, but a lot more CP than you). This rotation is of course RNG-based. But it hasn't failed me so far.
