I dunno with other data center but on Elemental thats only happen when server got problem ( massive dc / lag / after maintenance / patch )... which is never happen during normal days ( and u know tonberry also a popular server , rarely to see queue even on peak hours )

Agree with this, it should allow you to either:
-Transfer a character to the server of your friend
-Create a character in the server of your friend
Sure it would be abused in some way, but really i see a lot of newcomers complaining in this alone, they want to play with their friends and SE isn't helping them much, they need to pay for a server transfer, which is ridiculous.
I've never seen a queue that long on Cactuar. I've been on Tonberry since the game started - the only time I have see those kinds of wait times are directly after the release of a new expansion or patch. I think you are giving a false sense the average wait time on our server (way to be a drama llama).
When Stormblood was released about a week after during peak time the log in wait time was on average only 100. Two months after the release there were no or very little (maybe 5 or 10) wait time queues.
Given this I agree that the recruited friend SHOULD be allowed to make a character on the server of their friend, like everyone else said, what's the point of recruiting a friend if you can't play with them.

For those "go transfer to their server people", have you considered this; apart from the previously mentioned leaving your friends/free company/static on your current high population world, what about if you have purchased a house there?
While SE has offered incentives to move to low pop servers the "incentive" is "Reimbursement for the full price of the estate, plus compensation of 3,000,000 gil for non-recoverable furnishings".
I don't know about the rest of you, but 3 mill doesn't come close to covering the cost of furnishings/house appearances for my house. Also, it doesn't say anything about you being able to buy a new house on that server. So basically you would lose some money based on your furnishing purchases and not get a new house when you transferred.
ORRRR they could just relax the character creating on popular servers for recruit a friend only.

Some sort of method to allow them to make a char on the inviting persons server would be awesome. I've had 3 friends try the game.. then quit when they had to wait 90 days to transfer or just couldn't make a char on my server.

Think the only server with a character population to even be possible for that queue to be legitimate would be Balmung. Otherwise, I'm inclined to believe that is an error.
What's the point in a restriction then? Friend recruits friend who can, in turn, recruit friends, who can then recruit friends. Soon people will be selling their recruit a friend code to allow entry to a server. Doesn't matter if it'd be RMT - it'd happen. (Yes, I still saw the wishful thinking comment. Just iterating how exploitable that system would be.)
