Sea of Clouds is the perfect place to get "instanced" plots, everybody gets their own little island.

Yeah that can help, but I still want to see a snow theme housing area

Probably something to do with Ishgard getting bombarded by an army of dragons.

I disagree with "story" getting in the way of functionality but that is just me. Then at that point you can just use the story to make empty excuses.
