Can't add cross server friends.

Same issue. Blacklist is empty. I couldn't add friends via the party list window or chat log.
I haven't tried actually entering an instance and meeting cross-world in person though. Maybe that's how you add friends.

You're doing it wrong. You open the contacts list after you have partied with someone cross-world, right click their name from there > add to Flist
