It's not just Balmung, there's been reports on almost every server of this sort of activity. With some like Midgardsomr and Ragnarok reporting entire FC's buying up as many as twenty plots to resell them after the fact. There was even a thread yesterday showing the transaction for a house on one of the Japanese servers that ended up being sold for 60,000 real yen. It's thinking that this kind of scumbag behavior is exclusive to the higher population servers that caused this problem to balloon in the first place. People on both Gilgamesh and Balmung complained about this the last time the wards were expanded and were promptly laughed off the forums because it was 'their' issue, and now there isn't a server I'm aware of where this practice isn't prevalent. Nor many servers that didn't sell out entirely within the first thirty minutes of the patch, if not much sooner.
While reporting this scumbag material is very much something everyone should do, it's like slapping a flimsy bandaid over a cut artery. Much the same way as telling people to jump servers because there's this perception on these forums that certain ones are more toxic than others. At the end of the day, it's the scarcity problem that caused all of this and until it's solved this problem won't go away no matter where you go.
