Yeah that sounds like a real downer. I've never played on ps4 but it sounds like you don't have a launcher equivalent (which was a good way for pc users to tell exactly when the servers were up without relying on an actual clock).
Anyways, I'm not saying there isn't an offer/demand problem. I was editing my post to reflect that as well. I was merely pointing out that the people like you who came fully prepared had more consistent results. Maybe opening housing a couple of hours after launch would've been a better solution.

And fyi 5mn was about the time it took for large and medium to vanish on my server as well. Still, people getting housing and people not getting housing fell for the most part in two clear demographic of players. With some outliers like yourself.

Yeah, it was a downer but really do hope they improve apartments! Improvements such as these:
- Double Storey (Like a small house)
- Balcony for gardening
- BBQ (for people to gather and meet other apartment owners)
- Indoor/open air top swimming pool
- Pay more gil for upgrade in size
- "Utilities like a condo" where you can have gym, swimming pool, Air Transport (for exploration) and Parking area(Chocobo ranch to do choco stuff)

That way it will cut demand for housing plots and reduce server stress.
