The OP suggested a fairer way and so many people cannot grasp that not everyone can log in at the right time and thus miss out. For a game that loves to dumb its ass down for everyone, housing is a constant failure.
Then you don't get a house.

Am I the first person to the plot? Yes: I win! No: Its on me! imo, its plenty fair.

A lottery system would favor people that have:
    - multiple characters
    - multiple accounts
    - huge FCs

solo players and small FCs would be sol in a lottery based system. Its the exact same situation when my friends and I buy tickets to comic con lol. The one person going alone is against groups of people working as teams. Its a huge disadvantage.

When there's nobody in the ward... shut the instance down (meaning if you disconnect/logoff, you get kicked to the main city associated with the housing ward, or let's say you can't access Kugane for example, thrown to your starting city). Keeps the ward vibes, and makes the housing instanced and more easily scalable.
I personally prefer to log out at my houses but if it means more people could have a home of their own I could see that work.

I understand the idea, how it would give some chance to people who had no chance due to their schedule (while reducing the chance of people who had time off to rush the server day one). I think it would be bad PR to do lotto housing.

If we were going to extend the buy window to 1 week then I'd replace that lottery idea with a bidding system. Whoever bid the most gil on each plot wins it at the end of the week. It's neither luck nor a mad login rush. The most desirable plots could end up with giant bids and drain a lot of gil from the economy.

I wouldn't be against that idea either. Though there'd probably be a mad dash at the near end of the buy window to secure the plots (maybe if each plot stopped bidding at a different time?), which would go back to the original problem we were trying to solve.

As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.

I wouldn’t mind this since I have gil to spare, but this would again tilt the system towards certain players. A fresh 2nd lieutenant with a couple mil going up against omnicrafters is hardly a fair fight.

Yeah, the end result would be the same and the underlying issue left unsolved.

Luckily we are able to create programming that takes that into account. You can game the system to a degree with multiple accounts but having twice the chance over the other person is still better odds for the other person then having no chance because they cannot log in on servers being brought up.

With things the way they are, the best option may be to transfer from a high pop to low pop world, cashing in the new rewards like gil and gold feathers for doing so. Patch 4.1 adds cross- world friend list, tells, alliance PF to assist communication and gameplay with friends on other worlds. With population so uneven between worlds there may be vacant plots for the taking for those willing to move world.

How do you suggest we go about making it fair for FCs?

If someone has 0 ties such as friends or an FC...and enough money, then yes this is an option. But I'd wager a lot of people wouldn't want to do this.
