No, subscription packages are still eligible for the mount. I have friends that pay for 180 day sub packages and they got the mount.

oh wow... idk why me and my g/f didn't get ours. we bought them a week ago, and just turned on 2 days ago, we got our vet rewards, she has been logged on all day and no mail. (this was around 6pm cdt) i checked before work and nothing.
Turned on 2 days ago? Meaning you subscribed 2 days ago? If so you missed it:
"From Saturday, July 1, 2017 through Saturday, September 30, 2017 at 11:59 p.m. (PDT)"
You had to have added a 90 day subscription by Sept 30th to qualify
we bought the 90 day subs around september 20-25. we still had 10 days left our current sub, then the 90 days kicked on 2 days ago. so yes we did buy them before the date.
recurring subs only count when they activate. so 2 days ago. When you choose to re-up the sub doesn't matter, its when it starts. I've had mine on recurring payments for 180 days for the last 4 years, and i didnt get my mount until the final point, because my sub didnt pay until the end of September.

time cards tend to be added right then and there. we went from a basic sub to a 90 day standard. which is what i was getting at if your sub doesn't re up around the deadline you are screwed out of the mount. unless you used a time card and are not in your free month.
The subscription doesn't tend to get charged until your old subscription runs out, in this case it likely charged you after the time was up.
Didn't notice what page I was on, someone already responded with similar.
I think at the very least the 15 days free time should have either counted towards it or they should have added a 3rd wave to make sure anyone with the 15 days on there could qualify without having to mess with time cards.

The number of days of subscription time added to your account, excluding free play periods, is how eligibility will be determined. This does not mean that 90 days must have elapsed to be eligible. For example, you can still obtain the mount if you purchase a 90-day subscription period on the 30th of September 2017.

I got ARR demo on the 15th or thereabouts.
I got ARR Starter Edition on the 20th.
I got Stormblood CE on the 28th, and a time card.
After reading about the requirements, I got a second time card and redeemed it on the 29th.
I am, currently, still within my "Free days" period from the ARR purchase.
I have spent mucho dinero on this game, and well within the time constraints.
My friend who recommended me got her gold chocobo feathers and 2-person choocobo. I got my friendship circlet and 90-day veteran rewards. I still have something in the vicinity of 129 days left.
How screwed am I? I met ALL of the requirements.
