New Players Teleporting from Shirogane Housing

Return is on a timer, and can only take you to one specific place; Reduced Rates actions prevents the use of more desirable actions; I'm not exactly familiar the numerous ways to get free teleport tickets; and the free teleport location is, like the Return, only accounts for one location. The concern is a legitimate one, after all, and not having an in-system way to prevent a new players' wallet from getting gutted when they want to make use of a house they were invited to is a little balking.

Reduced Rates is literally the most desirable FC action, as it’s the only (?) one that uniformly benefits all players, since everyone has to teleport around.
