They can have a NPC somewhere in the area that takes you back to your starting city state for like 100 gil or something if it becomes a big problem.

Reduced Rates is literally the most desirable FC action, as it’s the only (?) one that uniformly benefits all players, since everyone has to teleport around.Return is on a timer, and can only take you to one specific place; Reduced Rates actions prevents the use of more desirable actions; I'm not exactly familiar the numerous ways to get free teleport tickets; and the free teleport location is, like the Return, only accounts for one location. The concern is a legitimate one, after all, and not having an in-system way to prevent a new players' wallet from getting gutted when they want to make use of a house they were invited to is a little balking.
My solution to this will be to make sure all of my ls babies have plenty gil to get around. Gil is insanely easy to make in this game, just doing the msq will pay for teleports.
While the free teleport/return is only for one location, it gets them somewhere where teleport costs are more reasonable. They won't be able to set stormblood locales for either of those until they're actually at that point in the storyline. It would also be nice if we could maybe make use of the airships we build for cheaper transport for members from the fc house, but with limited housing that would lock a lot more people out of said feature.
You think everyone teleports around? With the exception of my free teleport location and Return, I almost never do.
It's a habit picked up early on as a low-level player, back when gil was barely trickling in and I could hardly ever afford to teleport anywhere. (Even airship tickets were priced out of range for a while.) I got used to traveling overland wherever I needed to go, or would use cheap 40 gil ferries, and (once I got it) my free teleport location, as well as Return. Even now, when I have millions of gil on hand, I'll generally avoid any teleport that costs more than 100, since by the time I reached that point I was used to the notion that that's overpriced, and I can get around just as well without it.
Back when my hunt linkshells were more active, I did sometimes teleport to get to a hunt mark. And there have been a time or two I've teleported to where someone needed help (someone shouting for a Raise, or an FC member asking for help with a FATE they needed but couldn't solo). But those exceptions are fairly rare. Traveling just doesn't have the sort of time urgency to make teleport useful very often.
499 to a favored destination. As for the cost of teleporting to the FC house from afar, from the Far East to the original housing areas it's 249 gil right now, so that should be the exact same price for teleporting TO Shirogane from the old areas. It's not really THAT bad as you make it sound.

If anything what they might do is if a player who doesn't have access to Kugane tries to leave they will be booted to the Limsa Lominsa Deck instead of Kugane.Truth be told, it's a non-concern issue. The problem is trivial at best. A new player would not have gotten to Shirogane housing without an FC, and as such, have a collective of people to bum some gil off of if absolutely needed (it isn't). Waiting for Return to be off cooldown, assuming it is, won't destroy the ability for someone to play the game.
I brought this up as a question for the letter live that never got answered. I was asking if they could make the aetheryte tickets purchasable thru gc/ fc seals and remove the untradeable flag so fc leaders can disperse them to new players as needed until they can self sustain
That sounds like a good idea at first but remember that if you start in Gridania or Ul'dah you can't reach Limsa until a lvl 15 quest, so that would create new problems.
Edit: and with this I just remembered that the same scenario currently happens if you start in Gridania or Ul'dah and then join a FC with a house in Mist or vice-versa. Which comes to illustrate that this is no problem at all.

From what I remember from leveling an ALT up, you cannot just teleport to an FC if you do not have teleport unlocked. For a new player to teleport to Shirogane, they would need teleport to be unlocked, which would entail they attuned to an ARR aetheryte. Teleporting to a house is a reduced cost at least, but it should really fall to the FC to lend their new FC mates the funds if they find themselves in such a situation. Other than that, there's hardly a reason to use gil and the MSQ practically throws gil at you.
Worse comes to worst, party the new person and give them a free ride to a teleport they have unlocked.
