O4S Mount is the easiest statistic to get because achievements can be hidden, and there is no other guaranteed method that could show on your lodestone for clearing the tier (Sure they can probably poll for a Genji weapon or chest but that adds work and variables). Still one can scale the math that it's pretty close to those clear percentages, also the numbers really aren't that far different than Creator Savage clears in 3.5.
Lets be real. NA/EU always as a whole is behind JP when it comes to Savage tier clears. It's easier for them to even PUG it because they have nearly the same refined strategies each time, and JP content creators even have time line video guides you can use along with the fight since they line-up to mechanics. So they see end-game as more welcoming content.
Then you look at this english forum. Complaints about "lack of content" coming in 4.1.
Yet, end-game raiders are happy that we don't have to only do O1S-O4S weekly clears for another three months. More progression content is good, and this is why they made it a priority. The clear numbers show there is an audience for it.

From my experience this raid tier has felt very accessible to the majority of the community, even more so than creator. I feel as if Square wants to slowly kill the gap between raider and non-raider, casual and hardcore and ideally create content in which both groups can enjoy the same piece of content.
I agree with technole. It's been a topic for some time now, but JP servers seem to have a reverse sort of mentality from us. Raid Finder is the typical way they queue into extreme/savage content, whereas NA/EU rely more on Party Finder. Besides that, there's the prevailing idea that without a static, you'll maybe clear O3S (and forget O4S).
Add to that my own experience, which is that if you try to PUG a Savage fight right now, most parties expect you to know everything. Even in a learning party, the bare minimum seems to be "watch a video guide." The JP community has macros to designate strategies, which is a bit like what we have (pre-pull discussion for Sabre, Library, etc.), but more explanatory of the fight in general.
Those are just my thoughts. Omega can and has been cleared by PUGs, which is a good sign.
Cumulative accounts, not active subscribers (Blizzard made a similar boast when they passed 100 million cumulative accounts and GW2 bragged about their cumulative amount recently as well - it's not an uncommon metric to use for press releasss).
