Freezing a house from re-selling for a few days is fine. The RNG element however doesn't work. Extending it to a week seems weird too. Once a plot is vacated, it should show up on the ward listing but as Plot # will be available in X days

RNG is still privatizing the sale to begin with. If it becomes public/community knowledge a house will open up at X day it may cause the first come first serve chaos but it being known circumvents those trying to double profit from a relinquished home.
