Bluntly put: It isn't. They tried to do with one tier difference max in the past and that already slowed queues to a crawl.

Matchmaking really isn't anything you can fix, because that requires lots and lots of people and getting those isn't easy. Doubly so when the gameplay is miserable. And even then, even if you manage to match people within no more than 50-75 Elo difference between the highest and the lowest player, people will still complain about matchmaking.

Expect matchmaking in this game to forever be wonky. The only thing you can do with the given playerbase is match by average and ensure that every role is equal in terms of power and impact so the average can cancel each other out. That's all you can do. And they simply woefully fail at balancing the roles, they don't even seem willing to. The OP has realized as much and now suggests to make PvP less about fighting actual players and more about objectives to circumvent that failure - The devs had a similar idea with Shatter. After all I heard of Rival Wings and the inclusion of war machines, I expect them to double down on that approach. I doubt it's gonna become a thing for ranked, though, at most they'll add a third map with that principle to the rotation.
