Assuming they scale the difficulty accordingly, Ultimate caters to maybe 5% of the entire playerbase. And that's a very generous estimation. It'd be idiotic for a development team to spend copious amounts of resources on something so few people even care to do, let another could do. Us raiders already knew it was going to be a re-skin. Frankly, I'm thrilled at the potential. I don't need brand new fights to keep me entertained after Neo nor did I expect it. Keep in mind, this is likely a trial period for them. If Ultimate actually proves far more popular than expected, they may expand on it. But the playerbase will determine that.

As for 24-man Savage raiding. That just isn't going to happen. Fun as those can be, they are a nightmare to coordinate statics. It's frustrating enough when people wipe the whole alliance in say, Dun Scaith. I don't even want to imagine how bad a Savage version could get.
